Dane County Circuit Court Judge Maryann Sumi issued a temporary restraining order Friday which stopped the law limiting the collective bargaining rights for public employees in Wisconsin from going into effect. Here is a brief timeline recapping the events of the last 45 days leading to the judge's decision. Feb. 14: Public Employees Flood Wisconsin State Capitol Thousands of public employees enter Madison to protest the introduction of Assembly Bill 11 to the Wisconsin State Senate. Gov. Scott Walker and fellow Senate Republicans back the bill. Feb. 15: Anti-Collective Bargaining Bill Introduced Assembly Bill 11, known as the Budget Repair Bill, is introduced to the Wisconsin State Senate by the Committee on Assembly Organization at Gov. Walker's request. Feb. 18: Senators Flee Wisconsin Democratic state senators flee Wisconsin, leaving Republican senators one vote short of a quorum. By exiling themselves from Wisconsin, the Democrats prevent the bill from being voted on in the full state senate. Teachers go on strike for the second straight day, forcing school closings throughout Milwaukee, Madison, and other communities. Feb. 19: The Crowds Get Larger Madison Police estimate that nearly 70,000 people have gathered to protest in the state capitol, the largest crowd since protesting began. Demonstrations continue to make national news. March 9: Wisconsin Senate GOP Passes Budget Repair Bill With Democratic state senators still in self-imposed exile, Republican senators approve a stripped down version of Assembly Bill 11, which removes all collective bargaining rights except for wage negotiations from state employees. The Republicans pass the bill by removing all fiscal matters from it, allowing the GOP to vote on it from a committee instead of requiring the full senate. March 10: State Assembly Passes the Bill The Wisconsin State Assembly passes the bill by a vote of 53-42. Gov. Walker applauds the passage and signs it into law the following day. March 18: Judge Sumi Issues a Restraining Order Stalling Publication of the Bill Dane County Executive Kathleen Falk brings a lawsuit before Judge Sumi against Wisconsin, its secretary of state, and four legislators. Sumi rules for a temporary restraining order on the publication of the bill pending another hearing to decide whether or not Republican lawmakers violated state open meeting requirements for voting on it. Legislators are required to give 24 hours' notice for regular committee meetings and at least two hours' notice when more is not possible or practical. Falk's lawsuit states that the Republicans failed to give proper notice for the committee conference meeting, but Republicans argue that since they were voting on a bill tied to a special session, no notice was required. If Falk's lawsuit is successful, the anti-collective bargaining law will not go into effect, and Republican lawmakers will be forced to reconsider the bill. The Wisconsin legislature will then need to come up with another way to overcome the state's budget shortfall. However, if the lawsuit proves unsuccessful, the law will be published and state employees will lose the majority of their bargaining rights.
